Title
TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH THE STATE OF OHIO FOR ACCEPTANCE OF A RECREATIONAL TRAILS PROGRAM GRANT; TO SUPPLEMENTALLY APPROPRIATE FUNDS THEREFOR; AND TO DECLARE AN EMERGENCY.

WHEREAS, the State of Ohio, through the Ohio Department of Natural Resources, administers financial assistance for public recreation purposes, through Recreational Trails Program (RTP); and
 
WHEREAS, the City of Gahanna has been awarded $150,000 in financial assistance under the Recreational Trails Program for the purposes of construction of approximately 3,075 lineal feet of the Big Walnut Trail; and
 
WHEREAS, the agreement calls for the work to be completed on or before December 31, 2012, thereby necessitating construction begin as soon as possible, and all for the preservation of the public peace, property, health, safety & welfare;
 
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
 
Section 1.  That the Mayor is hereby authorized to enter into agreement with the State of Ohio for acceptance of a Recreational Trails Program Grant.
 
Section 2.  That FOUR HUNDRED EIGHTY THOUSAND DOLLARS ($480,000) is hereby supplementally appropriated from the unappropriated, unencumbered balance of the General Fund to Account No. 101.431.5596, Parks, Capital Improvements to cover the herein costs.
 
Section 3.  That ORD-0001-2012, passed January 2, 2012, is hereby amended to reflect this supplemental appropriation.
 
Section 4.  That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
