ORDINANCE AUTHORIZING THE MAYOR TO SIGN AN EXTENSION TO THE CURRENT UNITED STEELWORKERS OF AMERICA (USW) CONTRACT; AND DECLARING IT AN EMERGENCY.

WHEREAS, the City of Gahanna and the United Steelworkers of America (USW) are currently negotiating the successor collective bargaining agreement; and,
WHEREAS, the current contract expires on December 31, 2019; and,
WHEREAS, it is unlikely the parties will reach an agreement prior to the expiration of the current contract; and,
WHEREAS, the Director of Human Resources is requesting authorization for the Mayor to sign an agreement with USW to continue the terms of the current contract until the new contract is ratified; and,
WHEREAS, it is critical for the orderly flow of business to allow this agreement to be entered into as soon as possible, and all for the preservation of the public peace, property, health, safety, and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor be and is hereby authorized to enter into contract with the United Steel, Paper & Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International, for the extension of the contract until the time that the new contract can be ratified by both the bargaining unit members and the City of Gahanna, said agreement attached hereto as Exhibit A, and made a part herein.
Section 2. That, for the reasons set forth in the preamble hereinabove, this Ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and upon date of signature approval by the Mayor.
