TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH WELLER & ASSOCIATES, INC., FOR ARCHEOLOGICAL STUDY  FOR SECTION 3 OF THE BIG WALNUT TRAIL; TO SUPPLEMENTALLY APPROPRIATE $2,500; AND TO DECLARE AN EMERGENCY.

WHEREAS, the City has completed sections 1, 2, 6 and 7 of the Big Walnut Trail and wishes to proceed with Section 3 and an archeological study is necessary; and
 
WHEREAS, the Director of Parks & Recreation has recommended we proceed with Weller & Associates, Inc., for said archeological study; and
 
WHEREAS, because of possible grants and related time constraints it is imperative to proceed with this work as soon as possible, and all for the preservation of the public peace, property, health, safety and welfare;
 
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
 
Section 1.  That the Mayor is hereby authorized to enter into contract with WELLER & ASSOCIATES, INC., 1395 West Fifth Avenue, Columbus, Ohio 43212, for archeological study for the Big Walnut Trail, Section 3; proposal attached as EXHIBIT A, and made a part herein.
 
Section 2.  That funding in the amount of TWO THOUSAND FIVE HUNDRED DOLLARS ($2,500) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.431.5596, Parks Capital Projects/Improvements, to cover the herein costs.
 
Section 3.  That ORD-0001-2012, passed January 2, 2012, is hereby amended to reflect this supplemental appropriation.
 
Section 4.  That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
