TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH ROBERT L. HENEMAN FOR EMPLOYEE AUDIT; AND TO DECLARE AN EMERGENCY

WHEREAS, this Council has determined that an employee audit is necessary in order to proceed with any requested funding of existing positions, rehiring, or creation of new positions; and
WHEREAS, one proposal has been received and is recommended by the Mayor;
WHEREAS, it is necessary to proceed with this audit at the earliest possible date for the continued orderly conduct of City business and employee morale, and for the preservation of the public peace, health, safety, and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Agreement with ROBERT L. HENEMAN, PhD., 4815 Lytfield Drive, Dublin, Ohio 43017, said Agreement based on Scope of Services letter, dated December 3, 1996.
Section 2. That the amount of TWENTY THOUSAND DOLLARS ($20,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of The General Fund to NEW ACCOUNT NO. 101.121.5170, Mayor, Employee Requirements.
Section 3. That Ordinance No. 980001, passed January 2, 1998, is hereby amended to reflect this supplemental appropriation.
Section 4. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and approval by the Mayor.
