TO AUTHORIZE THE MAYOR TO ENTER INTO PURCHASE AGREEMENT WITH MICRODATA FOR THE PURCHASE OF AN INTEGRATED NG-911 CALL MAPPING PACKAGE FOR THE POLICE DEPARTMENT; TO WAIVE BIDDING PROCEDURES THEREFOR; TO SUPPLEMENTALLY APPROPRIATE FUNDS THEREFOR; AND TO DECLARE AN EMERGENCY.

WHEREAS, the Chief of Police and the Director of Technology have recommended that the City upgrade the NG-911 system using a microDATA product, Xtrakker; and
WHEREAS, this product consolidates CAD, 911 and AVL mapping services into one package for easier software management and increases personnel safety by providing more precise information about the 911 call location; and
WHEREAS, this product is being purchased as an add-on to a sole source equipment provider; and
WHEREAS, it is imperative to move forward with the upgrade at the earliest possible time in order to enhance the functions and performance of the Police Department, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into contract with microDATA, 5613 DTC Parkway, Suite 950, Greenwood Village, CO 80111, for the purchase of microDATA Xtrakker software; said contract attached hereto as EXHIBIT A.
Section 2. That funding in the amount of FORTY NINE THOUSAND FIVE HUNDRED DOLLARS ($49,500) is hereby supplementally appropriated from the unappropriated, unencumbered balance of the Federal Law Enforcement Trust Fund to Account No. 235.211.5512, Law Enforcement Seizure, Capital Equipment, to cover the herein cost.
Section 3. Pursuant to Section 135.05(e)(4) of the Codified Ordinances, the City Attorney has determined, and this Council agrees, that this purchase is of an emergency nature and bidding procedures are hereby waived.
