TITLE
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH ELITE EXCAVATING COMPANY OF OHIO, INC. FOR THE 2025 STREET REBUILD AND WATERLINE PROGRAM (ST-1116)
BODY

WHEREAS, the 2025 Street Rebuild and Waterline Replacement Project (ST-1116), includes work on Laura Drive, Heil Drive, and Rocky Fork Boulevard, consisting of waterline replacement, stormwater improvements, curb and gutter, sidewalk work, roadway base and asphalt paving; and

WHEREAS, on October 30, 2025, the City received and opened seven (7) bids for the project, which were reviewed by City staff for completeness and compliance; and

WHEREAS, Elite Excavating Company of Ohio, Inc., 4500 Snodgrass Road, Mansfield, Ohio 44862, submitted the lowest responsive and responsible bid; and

WHEREAS, the total amount required for the contract is $2,995,001.68, which includes acceptance of an alternate bid for high recycled asphalt in the amount of $123,471 and a 10% contingency in the amount of $272,272.88 to address unforeseen costs; and

WHEREAS, funding for this project was allocated and approved by City Council in the 2025 Capital Budget, and no additional appropriations are necessary.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:

Section 1. The Mayor is hereby authorized to enter into a contract with Elite Excavating Company of Ohio, Inc. for the construction of the 2025 Street Rebuild and Waterline Program, ST-1116, in an amount not to exceed $2,995,001.68, inclusive of the accepted alternate bid and contingency; said contract is attached hereto as EXHIBIT A and incorporated herein.

Section 2. The Director of Finance is authorized to expend previously appropriated funds from the 2025 Capital Budget for the purpose of this contract.
