WHEREAS, ROBERT W. KELLEY, has dedicated himself to the service of the citizens of the City of Gahanna for 35 years, first as a Police Officer, and then as Councilman-At-Large, giving unselfishly of his time and having a great love for the City and its people; and

WHEREAS, ROBERT W. KELLEY, was approved as an Auxiliary Police Officer in August of 1963 and was hired as a fulltime Police Officer on June 1, 1965; and

WHEREAS, ROBERT W. KELLEY, was appointed to the position of Detective January 15, 1966, and then promoted to Police Sergeant on April 15, 1966; and

WHEREAS, ROBERT W. KELLEY, was appointed to the position of Police Lieutenant, May 4, 1968, and was also named Jaycee "Man of the Year" for 1968"; and

WHEREAS, ROBERT W. KELLEY, was promoted to the position of Police Captain November 21, 1972, and served in that capacity until August 14, 1989 when he was appointed to the position of Police Chief; and

WHEREAS, ROBERT W. KELLEY, retired as Police Chief May 20, 1989, having served the City for 5 years as Police Chief with an exemplary career with the Gahanna Police Department; and

WHEREAS, ROBERT W. KELLEY, in his desire to see Gahanna become the best City it can be, ran for City Council in 1995, and was elected as a Council Member-At-Large in November of 1995, and served for four years; and

WHEREAS, ROBERT W. KELLEY, served as Vice President of City Council in 1998 and President of Council in 1999; and

WHEREAS, ROBERT W. KELLEY, also served as a member of the Community Improvement Corporation, the Gahanna Holiday Lights Committee, and chaired several Council committees; and

WHEREAS, ROBERT W. KELLEY, is a man of great integrity who is dedicated to his family first, and then the City that he loves and will continue to support; and

WHEREAS, ROBERT W. KELLEY, will be greatly missed by all who have had the pleasure...
