TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH B & C COMMUNICATIONS FOR THE PURCHASE AND INSTALLATION OF THREE ICOP IN-CAR DIGITAL CAMERA SYSTEMS; TO SUPPLEMENTALLY APPROPRIATE $18,000; AND TO DECLARE AN EMERGENCY.

WHEREAS, the City has purchased three new police cruisers that need to be equipped with in-car digital camera systems; and
WHEREAS, the camera systems are a vital piece of equipment utilized for obtaining evidence in the apprehension and subsequent prosecution of impaired drivers; and
WHEREAS, the Chief of Police has recommended we proceed with B & C Communications for the work; and
WHEREAS, it is imperative to have these cameras installed at the earliest time possible so that the police cruisers can be out on the road as soon as possible, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section1. That the Mayor is hereby authorized to enter into contract with B & C Communications, 1740 Harmon Avenue, Suite F, Columbus, OH 43223, for the purchase and installation of three ICOP in-car digital camera systems; quote attached as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of EIGHTEEN THOUSAND DOLLARS ($18,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the OVI Enforcement & Education Fund to Account No. 226.211.5512, OVI Enforcement & Education, Capital Equipment, to cover the herein costs.
Section 3. That ORD-0001-2014, passed January 2, 2014, is hereby amended to reflect this supplemental appropriation.
Section 4. That, for the reasons set forth in the preamble hereto and incorporated herein by this reference, this Ordinance is declared emergency legislation and will be in full force and effect upon passage by Council and the signature of approval by the Mayor.
