TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH SETTLE MUTER ELECTRIC FOR INSTALLATION OF A TRANSFER SWITCH FOR THE POLICE DEPARTMENT GENERATOR; TO SUPPLEMENTALLY APPROPRIATE $4,268; AND TO DECLARE AN EMERGENCY

WHEREAS, in the event of a power outage, City Hall, Oklahoma Avenue Operations Complex, the Fleet Maintenance Garage, and the Police Department are equipped with diesel fueled stationary generators; and
WHEREAS, during the most recent load test, the generator for the Police Department failed to automatically transfer from commercial power to generator power; and
WHEREAS, it has been determined that the transfer switch is malfunctioning and needs replaced; and
WHEREAS, the Director of Public Service is requesting that we move forward with the replacement; and
WHEREAS, due to the critical nature of this transfer switch is it imperative it be replaced as soon as possible, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Agreement with SETTLE MUTER ELECTRIC (SME), 711 Claycraft Road, Gahanna, OH 43230, for the installation of an automatic transfer switch for the generator at the Police Department.
Section 2. That funding in the amount of FOUR THOUSAND TWO HUNDRED SIXTY EIGHT DOLLARS ($4,268) is hereby appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.141.5512, Lands and Buildings, Capital Equipment, to cover the herein costs.
Section 4. That ORD-0001-2012, passed January 2, 2012, is hereby amended to reflect this supplemental appropriation.
Section 5. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and on date of signature approval...
