TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH EVANS, MECHWART, HAMBLETON & TILTON, INC., FOR STORM WATER STUDY FOR PHASE II  NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT (NPDES) EPA PERMIT; AND TO DECLARE AN EMERGENCY

WHEREAS, proposal has been received from EMH&T Inc., for a needs assessment or compliance study to identify what the City has done, what it is currently doing, and what it needs to do to fully comply with EPA program requirements; and

 

WHEREAS, a second proposal for completing the NDPES permit application wil be prepared following the compliance study based on the items of work defined by the study; and

 

WHEREAS, the City Engineer has recommended that we proceed with EMH&T for this compliance study; and

 

WHEREAS, it is imperative that Council proceed with this ordinance at the earliest possible date all for the preservation of the public peace, health, safety and welfare;

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

 

Section 1.  That the Mayor is hereby authorized to enter into contract with Evans, Mechwart, Hambleton & Tilton, Inc., 170 Mill Street, Gahanna, Ohio, 43230, for a compliance study as a portion of the work necessary to submit NPDES EPA Permit application; proposal attached as EXHIBIT A.

 

Section 2.  That NINETEEN THOUSAND NINE HUNDRED DOLLARS $19,900 was set aside in the 2001 Appropriations to Account No. 230.350.5447, Storm Sewer Miscellaneous.

 

Section 3.  That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and on date of signature approval by the Mayor.
