TO AUTHORIZE THE MAYOR TO ENTER INTO PERSONAL SERVICES CONTRACT BETWEEN THE CITY OF GAHANNA AND CHARLES W. HENDERSON FOR GAHANNA ANIMAL CONTROL FOR THE PERIOD OCTOBER 1, 1998 THROUGH DECEMBER 31, 1999; AND TO DECLARE AN EMERGENCY

WHEREAS, the City of Gahanna has been using Charles W. Henderson for animal control for several months and his work has been exemplary, and the City wishes to continue that service; and
WHEREAS, the City wishes Charles W. Henderson to become NACA Level II certified, and to present documentation of such to the Administration and Council by January 31, 1999; and
WHEREAS, the initial contract with Charles W. Henderson expired October 1, 1998; and
WHEREAS, in order to continue to provide continuity for animal control for the citizens, it is prudent to expedite this contract at the earliest possible date for the preservation of the public peace, health, safety, and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into "Personal Services Contract" between the City of Gahanna, Ohio, and CHARLES W. HENDERSON, 84 Goings S.W., Reynoldsburg, Ohio 43068, said contract attached to this ordinance as EXHIBIT A, and made a part herein.
Section 2. That funding is available in the 1998 Appropriations in Account No. 101.213.5441, to cover the herein costs, and funding will be appropriated in the 1999 appropriations to cover the costs.
Section 3. That $1,400 is to be incorporated into Charles W. Henderson's salary through the end of 1998 so that he can take a course to become certified for NACA, Level II; Henderson is to present proof of certification by January 31, 1999 for the contract to continue.
Section 4. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and app...
