Title
TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH FRANKLIN SOIL AND WATER CONSERVATION DISTRICT FOR ASSISTANCE WITH ILLICIT DISCHARGE DETECTION AND ELIMINATION, FOR OUTFALL RECONNAISSANCE INVENTORY, MINIMUM CONTROL MEASURE FOR OUR MS4 NATIONAL.
 
Body
WHEREAS, under the City's National Pollutant Discharge Elimination System (NPDES) Gahanna is required to meet certain Ohio EPA requirements in order to be compliant with the program; and
 
WHEREAS, one of the requirements is meeting minimum control measure 3, which is Illicit Discharge Detection and Elimination, for which an Outfall Reconnaissance Inventory must be performed for each known outfall point and water samples collected to be analyzed by the Franklin County Board of Health; and
 
WHEREAS, Gahanna has been working with Franklin Soil and Water Conservation District (FSWCD) on many aspects in our Program and wishes to enter into agreement with them to perform the tasks related to the control measure 3; and
 
WHEREAS, the Director of Public Service has recommended we proceed with FSWCD;
 
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
 
Section 1. To authorize the Mayor to enter into Agreement with FRANKLIN SOIL AND WATER CONSERVATION DISTRICT to perform tasks related to our Outfall Reconnaissance Inventory to meet minimum control measure 3, Illicit Discharge Detection and Elimination compliance for our MS4 National Pollutant Discharge Elimination System Permit; Agreement attached as EXHIBIT A, and made a part herein.
 
Section 2.  That funding in the amount often TEN THOUSAND EIGHT HUNDRED FOUR DOLLARS ($10,804) was set aside in the 2015 Appropriations to Account No. 661.360.5470, SSCI, Sewer, Regulatory Requirements, to cover the herein costs.
 
Section 3.  That this Ordinance shall be in full force and effect after passage by this Council and 30 days after date of signature approval by the Mayor.
