TO AUTHORIZE THE MAYOR TO ENTER INTO A SERVICE AGREEMENT WITH THE CITY OF WHITEHALL FOR THE PURPOSE OF PLANNING, DEVELOPING AND HOSTING A GIS SYSTEM; AND TO DECLARE AN EMERGENCY.

WHEREAS, this service agreement will allow the IT Department to be an income generator by minimally sharing the City's resources and time; and
WHEREAS, the City of Whitehall contributing and using accurate spatial information will benefit Gahanna and the Mid-Ohio region; and
WHEREAS, GIS systems ensure that streets and addresses are accurate for emergency services across municipal lines to dispatch the correct authority and respond effectively; and
WHEREAS, it is imperative to move forward with this Ordinance as soon as possible to better serve our residents, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into a GIS Hosting and Services Agreement with the City of Whitehall for the purpose of planning, developing and hosting a GIS System, said Agreement is attached hereto as Exhibit A.
Section 2. That no funding is necessary for this contract and will generate approximately $18,000 a year.
Section 3. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
