TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH W.E. STILSON CONSULTING GROUP FOR ENGINEERING SERVICES; FOR HAMILTON ROAD AND GRANVILLE STREET INTERSECTION, IMPROVEMENT NO. 883; TO SUPPLEMENTALLY APPROPRIATE $155,130; AND TO DECLARE AN EMERGENCY.

WHEREAS, this intersection has been identified as capacity deficient and meeting the qualifications for Ohio Department of Transportation (ODOT) Safety Funds; and
WHEREAS, the City has received ODOT Safety Funds per ORD-0007-2006 to cover $97,000 of the design fees and 100 percent of the construction and right-of-way costs; and
WHEREAS, the City will have the consultant contract and be reimbursed by ODOT for $97,000 of the $155,130 cost; and
WHEREAS, it is imperative to move forward with this project, truly for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into contract with W.E. Stilson Consulting Group, 355 E. Campus View Blvd. Suite 250, Columbus, Ohio 43235, for engineering services for Hamilton and Granville Intersection, Improvement No. 883, in accordance with proposal attached hereto as EXHIBIT A.
Section 2. That funding in the amount of ONE HUNDRED FIFTY FIVE THOUSAND ONE HUNDRED THIRTY DOLLARS ($155,130) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.145.5533, Capital Project Engineering Design, to cover the herein costs.
Section 3. That ORD-0001-2006, passed January 2, 2006, is hereby amended to reflect this supplemental appropriation.
Section 4. That, in accordance with the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
