TO AUTHORIZE THE MAYOR TO MODIFY THE SCOPE OF DESIGN SERVICES WITH W.E. STILSON CONSULTING GROUP, TO MEET EPA WATER QUALITY REQUIREMENTS AND TO ADD A SIDEWALK ON ONE SIDE OF THE STREET; TO THE EAST JOHNSTOWN ROAD WIDENING PROJECT; BEECHER TO YMCA PLACE; AND TO DECLARE AN EMERGENCY.

WHEREAS, the City wishes to add a sidewalk along the north/west side of US 62 from Beecher to YMCA Place, and a redesign of the Dark Star Avenue storm sewer outfall is needed to minimize impacts to the abutting properties and to go under the sidewalk; and
WHEREAS, the City has received proposal from Stilson for the work and the City Engineer has recommended we proceed; and
WHEREAS, it is imperative to move forward so that work can begin as soon as possible, and all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to modify the scope of design services with W.E. STILSON CONSULTING GROUP, 355 E. Campus View Blvd., Suite 250, Columbus, Ohio 43235, to cover the addition of a sidewalk and to meet EPA water quality requirements for the East Johnstown Road widening project, Beecher to YMCA Place; proposal attached as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of FOUR THOUSAND FIVE HUNDRED SIXTY DOLLARS ($4,560) is available in Account No. 325.122.5596, Capital Improvements/Capital Projects/Improvements, to cover the herein costs.
Section 3. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on day of signature approval by the Mayor.
