TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH SECURITY TECHNOLOGY & DESIGN SERVICES, INC., FOR RISK ASSESSMENT, PREPARATION OF BID DOCUMENTS, VENDOR SELECTION ASSISTANCE AND SUPERVISION OF SECURITY DEVICE INSTALLATION; TO WAIVE THE BID PROCESS; TO WAIVE SECOND READING; AND TO DECLARE AN EMERGENCY.

WHEREAS, with the events of September 11, 2002 a heightened sense of security has developed and City Hall along with all other City buildings need to be secured; and
WHEREAS, the Director of Emergency Management has recommended that we proceed to accomplish the following tasks; risk assessment, preparation of bid documents, vendor selection assistance and supervision of security device installation; and
WHEREAS, it is necessary to move forward with the project in a timely fashion to prevent security problems; all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Contract with Security Technology & Design Services, Inc., 970 Claycraft Road, Gahanna, Ohio 43230, for risk assessment, preparation of bid documents, vendor selection assistance and supervision of security device installation; proposal attached as EXHIBIT A.
Section 2. That funding in the amount of FIFTEEN THOUSAND SIX HUNDRED NINETY TWO DOLLARS ($15,692) was appropriated in the 2002 appropriations, in Account No. 101.141.5511, Lands & Buildings Capital, to cover the herein costs.
Section 3. That the bid process is hereby waived.
Section 4. That second reading of ORD-0028-2002 is hereby waived.
Section 5. That, for reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and on the date of signature approval by the Mayor.
