TO AUTHORIZE THE MAYOR TO MAKE APPLICATION FOR A CLEAN OHIO TRAILS FUND GRANT AND TO EXECUTE NECESSARY DOCUMENTS IF GRANT IS AWARDED; AND TO DECLARE AN EMERGENCY.

WHEREAS, the State of Ohio, through the Ohio Department of Natural Resources, administers financial assistance for public recreation purposes, through the Clean Ohio Trails Fund (COTF); and
WHEREAS, the City of Gahanna desires financial assistance under the Central Ohio Trails Fund Grant for the purposes of design and construction of Section 3 of the Big Walnut Trail; and
WHEREAS, the Big Walnut Trail was developed by our Bicycle Advisory Committee in 2007 and trails and connectivity were the number one priorities of our citizens in our 2006 Parks master plan; and
WHEREAS, in order to meet the application deadline of February 1, 2011 and give the department sufficient time to compile and complete the application it is necessary to complete this legislation as quickly as possible, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Council of the City of Gahanna approves filing an application for a grant with the Clean Ohio Trails Fund for financial assistance.
Section 2. That the Mayor, through Director of Parks & Recreation Tony Collins, is hereby authorized and directed to execute and file an application with the Ohio Department of Natural Resources and to provide all information and documentation required to become eligible for possible funding assistance.
Section 3. If awarded, the Mayor is authorized to sign all necessary documents in relation to the grant.
Section 4. If awarded, the City of Gahanna does agree to obligate the funds required to satisfactorily complete the proposed project and become eligible for reimbursement under the terms and conditions of the Clean Ohio Trails Fund Program.
