TO AUTHORIZE THE MAYOR TO MODIFY THE SCOPE OF CONSULTANT CONTRACT WITH MS CONSULTANTS, INC. FOR THE HAMILTON ROAD CENTRAL PROJECT TO ADD A WATERLINE RELOCATION PLAN; IMPROVEMENT NO. ST785; TO SUPPLEMENTALLY APPROPRIATE $38,820 THEREFOR; AND TO DECLARE AN EMERGENCY.

WHEREAS, we have been working with the Franklin County Engineer on this project for many years and the design work has been ongoing since mid 2011 under authority of ORD-127-2011 and modified under authority of ORD-0103-2013; and
WHEREAS, the consultant has been designing a replacement for the waterline which extends under a large portion of the roadway; and
WHEREAS, upon further review of the design, more waterline needs to be replaced than originally thought; and
WHEREAS, it is imperative to move forward immediately to meet the deadlines associated with this project, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Contract Modification with MS CONSULTANTS, 2221 Schrock Road, Columbus, Ohio 43229, for design services for the waterline relocation plan, for the Hamilton Road Central Project; Improvement No. ST785; proposal attached as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of TWENTY-TWO THOUSAND SEVEN HUNDRED FIVE DOLLARS ($22,705) was set aside in the 2014 Appropriations to Account No. 325.122.5596, Capital Improvement Fund, to cover the herein cost.
Section 3. That funding in the amount of THIRTY-EIGHT THOUSAND EIGHT HUNDRED TWENTY DOLLARS ($38,820) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the Water Fund to Account No. 651.350.5445, Water Operating, Engineering Expenses, to further cover the herein costs.
