WHEREAS, the new agreement with Franklin County makes the City the lead agency for the Hamilton Road Central project and requires that we assume the consultant contract with ms consultants to continue the ongoing design process; and
 
WHEREAS, the City Engineer has received proposal from ms consultants, inc. for the design of Hamilton Road Central, and recommends we proceed with the consultant; and
 
WHEREAS, it is imperative to move forward immediately to meet the deadlines set forth in the grant, and all for the preservation of the public peace, property, health, safety and welfare;
 
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
 
Section 1.  That the Mayor is hereby authorized to enter into contract with MS CONSULTANTS, INC., 2221 Schrock Road, Columbus, Ohio 43229, for design services for Hamilton Road Central; proposal attached as EXHIBIT A, and made a part herein.
 
Section 2.  That funding in the amount of SEVEN HUNDRED FORTY TWO THOUSAND SEVEN HUNDRED THIRTY TWO DOLLARS ($742,732) was appropriated in prior years and encumbered and carried over to Account No. 101.145.5513, Engineering, Capital Streets, to cover the herein costs.
 
Section 3.  That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
