TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH THE OHIO PATROLMEN'S BENEVOLENT ASSOCIATION DISPATCHER UNIT; TO EQUALLY SPLIT COSTS OF FACTFINDING; TO EXTEND FACTFINDING TIMELINES; TO CONTINUE TERMS OF THE CURRENT COLLECTIVE BARGAINING AGREEMENT; AND TO PROVIDE FOR RETROACTIVITY OF CERTAIN ECONOMIC ITEMS; TO AMEND ORD-0283-2009, WHICH AUTHORIZES THE NEGOTIATED LABOR AGREEMENT WITH THE OHIO PATROLMEN'S BENEVOLENT ASSOCIATION; AND TO DECLARE AN EMERGENCY.

WHEREAS, ORD-0283-2009, passed December 21, 2009, established salary and benefits for the Police Radio Dispatchers; and
WHEREAS, under the terms of the existing labor agreement, negotiations were undertaken in a timely fashion before the end of the contract; and
WHEREAS, it is critical for the orderly flow of business to allow this agreement to be entered into by January 1, 2013, and all for the preservation of the public peace, property, health, safety, and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into "Agreement to Equally Split Costs of Factfinding; To Extend Factfinding Timelines; To Continue Terms of the Current Collective Bargaining Agreement; and to Provide For Retroactivity of Certain Economic Items"; with the Ohio Patrolmen's Benevolent Association; as stated in EXHIBIT A, attached hereto and made a part herein.
Section 2. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and upon date of signature approval by the Mayor.
