TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH COLUMBUS FIBERNET, FOR REPLACEMENT OF FIBER CABLE BETWEEN CITY HALL AND BIG WALNUT CREEK; TO WAIVE BIDDING REQUIREMENTS THEREFOR; AND TO DECLARE AN EMERGENCY

WHEREAS, the administration desires to replace the existing 24 count fiber cable between City Hall and Big Walnut Creek with a 144 count fiber cable as a means to improve service and increase capacity due to current shortages and needs; and
WHEREAS, the project will also provide necessary connectivity and capacity for BlueMile to establish service in the City per the agreement between them and the Gahanna Community Improvement Corporation and between the CIC and the City; and
WHEREAS, the cable replacement will allow BlueMile to locate their Point-of-Presence electronics in the 181 Granville Street building and will extend our fiber infrastructure to a point closer to our Oklahoma service facility for future use in our cost control and cost reduction efforts; and
WHEREAS, waiver of bidding requirements is requested as Columbus FiberNet installed the original cable, is familiar with the system and for consistency with the other fiber throughout the City also installed by Columbus Fiber Net; and
WHEREAS, it is imperative to begin this work as soon as possible for the timely completion of the project and to enhance performance limitations that currently exist, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Agreement with COLUMBUS FIBERNET, 1366 Dublin Road, Columbus, OH 43215, for fiber upgrade between maintenance/restoration and management services to the Gahanna fiber optic network; said proposal attached as EXHIBIT A and made a part herein.
