TO AMEND ORDINANCE NO. 980440, THE ORDINANCE FOR SALARIES AND BENEFITS FOR UNCLASSIFIED PERSONNEL, TO ALLOW PAYMENT OF THE FINANCE DIRECTOR CLERK AND THE DEPUTY FINANCE DIRECTOR CLERK  AT MORE THAN THE BOTTOM OF THE RANGE; AND TO DECLARE AN EMERGENCY

WHEREAS, Ordinance No. 980440, passed November 2, 1998 and amended various times, most recently by ORD-0039-2000, ORD-0054-2000, and ORD-0087-2000; and

 

WHEREAS, said ordinance for unclassified personnel provides for compensation and benefits for certain City employees; and

 

WHEREAS, the Deputy Finance Director Clerk left the employ of the City in February; and

 

WHEREAS, the Finance Director Clerk then agreed to assume the duties of Deputy Finance Director Clerk, which includes payroll and requires continuity and knowledge of the City; and

 

WHEREAS, after interviewing many candidates for the position of  Finance Director Clerk, the Director of Finance was unable to find a candidate that would take the position at the starting salary; and

 

WHEREAS, the Administration has recommended a salary of  $31,000 for the Finance Director Clerk position, and this must be approved by Council since it is above the starting salary; and

 

WHEREAS, it is imperative to move immediately, to find a qualified candidate for the position after several months of interviewing and it is becoming critical to get an employee in place as soon as possible, all for the preservation of the public peace, health, safety, and welfare;

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

 

Section 1.  That Article II, Pay Ranges, of Ordinance No. 980440, passed November 18, 1998, as amended, is hereby amended as shown in EXHIBIT A, attached hereto and made a part herein.

 

Section 2.  That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and on date of signature approval by the Mayor.
