TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT EXTENSION WITH EVANS, MECHWART, HAMBLETON & TILTON, INC., FOR DESIGN SERVICES FOR MORRISON ROAD PHASE 2 IMPROVEMENTS, IMP. NO. 769; TO SUPPLEMENTALLY APPROPRIATE $81,600 THEREFOR; AND TO DECLARE AN EMERGENCY.

WHEREAS, EMH&T has submitted a proposal for design work on Morrison Road, Phase 2 Improvements, and the City Engineer has requested that we move forward with the proposal; and
WHEREAS, EMH&T was authorized by ORD-0288-2000 to do the design work for the first phase of the Morrison Road improvements; and
WHEREAS, it is desirable to proceed with this contract at the earliest possible date to keep the project on ODOT's schedule, all for the preservation of the public peace, health, safety, and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is authorized to enter into contract extension with Evans, Mechwart, Hambleton & Tilton, Inc., 170 Mill Street, Gahanna, Ohio 43230, for continuing design services for the Morrison Road, Phase 2 Improvements, Imp. #769, in accordance with proposal attached hereto as EXHIBIT A.
Section 2. That TEN THOUSAND FOUR HUNDRED DOLLARS ($10,400) set aside to Account. No. 101.145.5533, Capital Projects, Engineering, in the 2003 appropriations for the TechCenter Improvements be reallocated for use for Morrison Road, Phase 2 Improvements, Imp. #769.
Section 3. That EIGHTY ONE THOUSAND SIX HUNDRED DOLLARS is hereby supplementally appropriated from the unencumbered, unappropriated balance in the General Fund to Account No. 101.145.5533, Capital Projects, Engineering, to cover the balance of the herein costs.
Section 4. That ORD-0001-2003, passed January 2, 2003 is hereby amended to reflect this supplemental appropriation.
Section 5. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
