TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH WESTERMAN COMPANIES, FOR ADDING A MASTER SITE AND A COMPUTER SOFTWARE UPGRADE TO THE EXISTING SCADA SYSTEM; TO SUPPLEMENTALLY APPROPRIATE $197,871 THEREFOR; TO WAIVE THE BIDDING REQUIREMENTS THEREFOR; AND TO DECLARE AN EMERGENCY

WHEREAS, completion of the Water Division's Supervisory Control and Data Acquisition System is needed; and
WHEREAS, this software allows the tie in of the press sure reducing valves and lift stations to the existing system; and
WHEREAS, the system proposed by Westerman Companies will integrate well with our existing network and allows for the complete system to be supplied, installed, and warranted by the system manufacturer to insure a single source of responsibility; and
WHEREAS, it is imperative to begin this upgrade in a timely fashion so as to help give early notification of potential major problems; all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor to herby authorized to enter into contract with WESTERMAN COMPANIES, 245 North Broad St., P. O. Box 125, Bremen, OH 43107, for completion of Water Division Supervisory Control and Data Acquisition System in accordance with proposal submitted on April 14, 1998, attached to this ordinance as EXHIBIT A and EXHIBIT B, and in accordance with City specifications.
Section 2. That the formal bidding requirements are hereby waived.
Section 3. That Seventy Eight Thousand Six Hundred Sixty Three Dollars ($78,663) is hereby supplementally appropriated from the unencumbered, unappropriated funds in Sewer Systems Capital Improvement to Account Number 662.361.5543, Sanitary Sewer Improvements to cover the herein costs.
Section 4. That One Hundred Nineteen Thousand Two Hundred Eight Dollars ($119,208) is hereby supplementally appropriated from the unencumbered, unappropriated funds in Water Systems Capital Improvement to Account Number 652.351.5596, Water Line Improvements to cover the herein costs.
Section 5. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon by this Council and approval by the Mayor.
