TITLE
AN ORDINANCE AUTHORIZING THE MAYOR TO ISSUE A NOTICE OF AWARD AND ENTER INTO AN AGREEMENT WITH RUMPKE OF OHIO, INC. FOR RESIDENTIAL WASTE COLLECTION SERVICES
BODY
WHEREAS, the City of Gahanna is a participating member of the Solid Waste Authority of Central Ohio (SWACO) Refuse Consortium, comprised of ten local governmental entities working cooperatively to obtain competitive pricing and maximize stewardship of taxpayer resources; and
WHEREAS, on February 19, 2026, the SWACO Refuse Consortium solicited competitive bids for residential waste collection services for a five-year contract term commencing January 1, 2027 and ending December 31, 2031; and
WHEREAS, bids were publicly opened on April 9, 2026, and were submitted by Waste Management, Rumpke of Ohio, Inc., and Local Waste Services Ltd.; and
WHEREAS, Rumpke of Ohio, Inc. submitted the lowest responsive and responsible bid in the amount of $24.15 per unit of service, as determined through the competitive bidding process; and
WHEREAS, the Administration has reviewed and evaluated all bid submissions and recommends awarding the contract to Rumpke of Ohio, Inc. as the lowest responsive and responsible bidder; and
WHEREAS, awarding the contract to Rumpke of Ohio, Inc. is estimated to save approximately $79,000 annually and approximately $398,000 over the five-year contract term when compared to the next lowest responsive bid; and
WHEREAS, the Administration has determined that entering into an agreement with Rumpke of Ohio, Inc. is in the best interest of the City and its residents.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to issue a Notice of Award to Rumpke of Ohio, Inc. and to execute, on behalf of the City of Gahanna, an agreement and any associated documents necessary to provide residential waste collection services for the term January 1, 2027 through December 31, 2031, in substantial accordance with the contract documents attached hereto as EXHIBIT A and incorporated herein by reference.
Section 2. That the Mayor, Director of Public Service, Director of Finance, and other appropriate City officials are hereby authorized and directed to take all actions necessary to implement the provisions of this Ordinance and the resulting agreement.
Section 3. That this Ordinance shall be in full force and effect after passage by this Council and 30 days after the date of signature of approval by the Mayor.
