TO PAY THE SECRETARY TO THE DIRECTOR OF PUBLIC SAFETY FOR UNUSED VACATION TIME WHICH WILL EXPIRE DECEMBER 31, AND WHICH SHE WAS UNABLE TO TAKE DURING 1998 DUE TO EMERGENCIES IN THE GAHANNA POLICE DIVISION OF THE DEPARTMENT OF PUBLIC SAFETY; TO PROVIDE SUPPLEMENTAL FUNDING THEREFOR; AND TO DECLARE AN EMERGENCY.

WHEREAS, Article VIII, Vacation, Section 5.a. of the salary ordinance for unclassified personnel of the City of Gahanna for the period January 1, 1998 through December 31, 2000, provided that "At the end of each year, an employee in full-time status may be paid for vacation balances in excess of the maximum fixed by the Article." " . . . subject to certification by the appointing authority to the Director of Finance and the approval by City Council, that due to a bona fide emergency work requirement, it was not in the best interest of the City to permit an employee to take vacation leave which would otherwise be forfeited as provided in Section 4."; and
WHEREAS, the Secretary to the Director of Public Safety was unable to take her earned vacation time due to many emergencies emerging in the police division due to staff changes, new personnel, and voluminous detail due to the new computer upgrading and software; and
WHEREAS, an emergency exists in the fact that this request must be activated prior to the end of this 1998 fiscal year, all for employee morale and for the preservation of the public peace, health, safety, and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That this Council hereby approves the requested payment for unused, expiring vacation time for Sharon Wigal, Secretary to the Director of Public Safety of the City of Gahanna.
Section 2. That the amount of One Thousand Eight Hundred Forty-one Dollars ($1,841) is hereby supplementally appropriated from the unencumbered, unappropriated balance in The General Fund to Account No. 101.212.5106, Safety, Salary, Secretarial, for the purpose of paying Sharon Wigal for unused, expired vacation time. It is further clarified for purposes of this ordinance that the amount is calculated on the basis of 103.418 hours evened off to 104 hours @ $17.7062 per hour.
Section 3. That Ordinance No. 980001, passed January 2, 1998, is hereby amended to reflect this supplemental appropriation.
Section 3. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and approval by the Mayor.
