TITLE
AN ORDINANCE AUTHORIZING SUPPLEMENTAL APPROPRIATIONS - State Capital Grant Fund and Capital Improvement Fund for Academy Park and Friendship Park Projects
BODY
WHEREAS, the City applied for and received an Ohio EPA Recycle Ohio Grant to support improvements to the Academy Park playground project identified as Project PK-25-08; and
WHEREAS, the grant will reimburse fifty percent (50%) of eligible project costs associated with installation of a poured-in-place playground surface utilizing recycled scrap tires, thereby improving accessibility and inclusivity within the playground area; and
WHEREAS, the project team has estimated eligible project costs in the amount of Two Hundred Twenty-Six Thousand Dollars ($226,000), with anticipated reimbursement from the Ohio EPA Recycle Ohio Grant in the amount of One Hundred Thirteen Thousand Dollars ($113,000); and
WHEREAS, the grant agreement requires separate accounting for the use of grant funds, and a new account has been established within the State Capital Grant Fund for such purpose; and
WHEREAS, the City has also received a monetary donation in the amount of Ten Thousand Dollars ($10,000) from the Gahanna Kiwanis to support Friendship Park playground improvements identified as Project PK-25-01; and
WHEREAS, the donation will be incorporated into the Friendship Park project budget to enhance play value and improve the functionality of the playground as an inclusive recreational space.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That funding in the amount of Two Hundred Twenty-Six Thousand Dollars ($226,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the State Capital Grant Fund (3220) to Account No. 322.08.530.5505 - OEPA Recycle Ohio Capital Improvements, Project PK-25-08 Academy Park.
Section 2. That funding in the amount of Ten Thousand Dollars ($10,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the Capital Improvement Fund (3250) to Account No. 325.06.550.5510 - Capital Equipment, Project PK-25-01 Friendship Park.
Section 3. That pursuant to City Charter Section 4.14, whereas the 30-day referendum period does not apply to ordinances providing for the appropriation of money, this Ordinance shall be in full force and effect immediately upon passage by this Council and upon approval by the Mayor.
