TO AUTHORIZE THE MAYOR TO ENTER INTO CodeRED WEATHER WARNING SERVICE ADDENDUM WITH EMERGENCY COMMUNICATIONS NETWORK, INC., FOR SEVERE WEATHER WARNINGS; TO SUPPLEMENTALLY APPROPRIATE $3,750; AND TO DECLARE AN EMERGENCY.

WHEREAS, ORD-00131-2010 authorized the Mayor to enter into contract with Emergency Communications Network for high speed outbound notification system to notify citizens of natural disasters, public works problems, crimes and search and rescue; and
WHEREAS, the Director of Emergency Management has recommended that the City proceed to enter into Addendum to this contract to add CodeRED Weather Warning Service for a period of three years; and
WHEREAS, this would allow Gahanna residents on an opt-in basis to receive warnings of tornados, severe thunder storms and winter storms on their home or cell phones 24 hours a day; and
WHEREAS, Emergency Communications Network has offered the City a discounted rate for the first year at 50% with service to begin July 1, 2011; and
WHEREAS, it is imperative to move forward with this ordinance so that it can be in place by July 1, 2011 for the summer severe weather season and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Contract with EMERGENCY COMMUNICATIONS NETWORK, INC., 9 Sunshine Blvd., Ormond Beach, Florida 32174, for CodeRED Weather Warning Service, for a three year period starting July 1, 2011; Addendum attached as EXHIBIT A and made a part herein.
Section 2. That funding in the amount of THREE THOUSAND SEVEN HUNDRED FIFTY DOLLARS ($3,750) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.215.5267, Emergency Management, Emergency Services, to cover the herein costs.
Section 3. That the total cost for the second and third year of the contract will be $7,500.
Section 4. That ORD-0001-2011, passed January 3, 2011, is hereby amended to reflect this supplemental appropriation.
Section 5. That, for the reasons set for the in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and 30 days after on date of signature approval by the Mayor.
