TO AUTHORIZE THE MAYOR TO ENTER INTO FIRST AMENDMENT TO MASTER MEMORANDUM OF UNDERSTANDING REGARDING RECLAMATION, REHABILITATION, AND REUTILIZATION OF VACANT, ABANDONED, TAX-FORECLOSED OR OTHER REAL PROPERTY IN THE CITY OF GAHANNA, OHIO, WITH THE CENTRAL OHIO COMMUNITY IMPROVEMENT CORPORATION (COCIC); AND TO DECLARE AN EMERGENCY.

WHEREAS, COCIC has become the Land Bank Reutilization Corporation for Franklin County (Land Bank); and
WHEREAS, the goal of the Land Bank is to strengthen neighborhoods by returning vacant, tax delinquent and abandoned property to productive use, strategically acquiring properties to reduce blight, promoting economic development, increasing property values and improving the quality of life for residents in Franklin County; and
WHEREAS, the Land Bank has the legal authority to acquire certain properties by initiating the tax foreclosure process and these properties are required to be tax delinquent, vacant and abandoned; and
WHEREAS, upon acquiring the property, the COCIC partners with the host community to reposition the property for future development; and
WHEREAS, this is a valuable tool for the City of Gahanna, and the Director of Planning & Development has recommended we proceed with the MOU; AND
WHEREAS, by ORD-0099-2013 Council authorized the Master Memorandum of Understanding with the Central Ohio Community Improvement Corporation and now wishes to enter into this first amendment to the MOU; and
WHEREAS, it is imperative to have this MOU as quickly as possible in order to coincide with our agreement with the Gahanna Community Improvement Corporation, and all for the preservation of the public peace, property, health safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into MASTER MEMORANDUM OF UNDERSTANDING, Regarding Reclamation, Rehabilitation, and Utilization of Real Property in the City of Gahanna, with the CENTRAL OHIO COMMUNITY IMPROVEMENT CORPORATION, 373 South High St., 15th Floor, Columbus, Ohio 43206, said agreement attached hereto as EXHIBIT A and made a part herein.
Section 2. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
