TITLE
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH FISHBECK FOR UTILITY ENGINEERING SERVICES; AND DECLARING AN EMERGENCY
BODY
WHEREAS, on February 26, 2024, the City issued a Request for Qualifications (RFQ) for professional utility engineering services due to the vacancy created by the departure of the City’s Senior Utility Engineer; and
WHEREAS, prevailing market conditions have prevented the successful recruitment and hiring of a replacement for this position despite ongoing solicitation efforts; and
WHEREAS, on May 2, 2024, the City entered into a one-year professional services agreement with Fishbeck for Utility Engineering Services, and qualifications received through the RFQ process are valid for two years; and
WHEREAS, the Administration desires to continue Utility Engineering Services for sanitary, stormwater, and water systems with Fishbeck for an additional one-year term; and
WHEREAS, sufficient funding has been appropriated in the following accounts to support this agreement:
• 63111000-5210: $104,000
• 63111000-5211: $10,000
• 65111000-5210: $104,000
• 66111000-5210: $104,000; and
WHEREAS, this ordinance is requested to be passed as an emergency measure immediately necessary for the preservation of public peace, property, health, safety, and welfare; to wit: to ensure continued and uninterrupted utility engineering services, as the current contract is set to expire.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. The Mayor is hereby authorized to enter into an agreement with Fishbeck, located at 1 East Campus View Boulevard, Suite 310, Columbus, OH 43235, for the continued provision of professional Utility Engineering Services for an additional one-year term in accordance with the proposal attached hereto and incorporated herein as EXHIBIT A.
Section 2. The costs for such services have already been appropriated in the City’s budget within the following accounts:
63111000-5210: $104,000
63111000-5211: $10,000
65111000-5210: $104,000
66111000-5210: $104,000
Section 3. That for the reasons set forth in the preamble above, this Ordinance is declared an emergency measure which shall be in full force and effect immediately upon passage by this Council and on the date of signature of approval by the Mayor.
