TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH EMH&T CONSULTING ENGINEERS AND SURVEYORS FOR AN ENGINEERING STUDY FOR THE COLUMBUS ACADEMY REGIONAL STORM WATER PLAN; TO SUPPLEMENTALLY APPROPRIATE $30,300 THEREFOR; AND TO DECLARE AN EMERGENCY.

WHEREAS, it has been requested of the City Engineer that plans be sought for a review of the stormwater management plan for the area around Academy Woods Drive, and
WHEREAS, letter proposal for design engineering services, dated August 26, 2003, has been received and has been recommended by the City Engineer; and
WHEREAS, it is necessary to move forward with this project in a timely fashion; all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Contract with EMH&T Consulting Engineers & Surveyors, 170 Mill Street, Gahanna, Ohio, 43230, for professional engineering services to prepare a regional storm water study for the area known as the Columbus Academy Regional Storm Water Plan, said services to be in accordance with proposal letter, dated August 26, 2003, attached hereto as EXHIBIT A, and all in accordance with City specifications.
Section 2. That funding in the amount of THIRTY THOUSAND THREE HUNDRED DOLLARS ($30,300) is hereby supplementally appropriated from the unencumbered, unappropriated balance in the General Fund to Account No. 101.991.5934, Transfer to Stormwater, to cover the herein costs.
Section 3. That THIRTY THOUSAND THREE HUNDRED DOLLARS ($30,300) is hereby transferred from 101.991.5934, Transfer to Stormwater, to 230.000.4931, Revenue Stormwater, to cover the herein costs.
Section 4. That THIRTY THOUSAND THREE HUNDRED DOLLARS ($30,300) is hereby transferred from 230.000.4931, Revenue Stormwater, to 230.350.5447, Stormwater, to cover the herein costs.
Section 5. That ORD-0001-2003, passed January 2, 2003, is hereby amended to reflect this supplemental appropriation.
Section 6. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and on the date of signature approval by the Mayor.
