TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH ORCHARD, HILTZ & MCCLIMENT, INC., (OHM) FOR DETAILED DESIGN AND ENVIRONMENTAL WORK FOR THE SAFE ROUTES TO SCHOOL PROJECT; IMPROVEMENT NO. ST 961; TO SUPPLEMENTALLY APPROPRIATE $76,832; AND TO DECLARE AN EMERGENCY.

WHEREAS, the City of Gahanna was awarded a Safe Routes to School grant through the Ohio Department of Transportation; and
WHEREAS, ORD-0116-2010 authorized the Cooperation Agreement with ODOT for this project; and
WHEREAS, this project involves infrastructure improvement to enhance safety of students walking to four schools in the City; and
WHEREAS, proposal was received from OHM and the City Engineer has recommended we proceed with them for the work; and
WHEREAS, the total cost of the project is $106,832 and it is 100% reimbursable through the ODOT grant; and
WHEREAS, it is imperative to move forward with this project so that work can be completed by the time school starts in the fall, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into contract with ORCHARD, HILTZ & McCLIMENT, INC., (OHM), 500 Creekside Plaza, Gahanna, Ohio 43230, for detailed design and environmental work for the Safe Routes to School project; Proposal attached as EXHIBIT A and made a pert herein.
Section 2. That funding in the amount of SEVENTY SIX THOUSAND EIGHT HUNDRED THIRTY TWO DOLLARS ($76,832) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.145.5513, Engineering, Streets, to cover the herein costs.
Section 3. That funding in the amount of THIRTY THOUSAND DOLLARS ($30,000) is available in Account No. 101.145.5513, Engineering, Streets, to cover the balance of the herein costs.
Section 4. That ORD-0001-2011, passed January 3, 2011, is hereby amended to reflect this supplemental appropriation.
Section 5. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
