WHEREAS, the Legislative Committee has reviewed and discussed during several meetings the option to change the form of government within the City of Gahanna from a Mayor-Council to a Council-City Manager Form; and
 
WHEREAS, there is agreement that further study is warranted regarding the steps appropriate to fully consider potential benefits and disadvantages to such a change; and
 
WHEREAS, the Legislative Committee is recommending to Council that a Special Governance Commission be convened to fully compare and contrast both forms of government.  
 
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
 
Section 1.      That the legislative body for the City of Gahanna approves to convene a Special Governance Commission to compare, contrast and document two overall types of municipal governance:  Mayor-Council and Council-City Manager.
 
Section 2.      That the Special Governance Commission shall be comprised of seven members which are appointed by Council.  These members shall be residents of the City of Gahanna.
 
Section 3.      That the term of the Special Governance Commission and its members be no longer than six (6) months. At the conclusion of the term the members shall provide a written recommendation to Council.
 
Section 4.      That administration and expenses for the Special Governance Commission shall be similar to a Charter Review Commission.
 
Section 5.      That Council shall pick a temporary chair of the Special Governance Commission, whose function will be to organize and call the first meeting of the Commission to order.  The first order of business shall be to oversee the election of a permanent chair by the members of the Special Governance Commission.
 
Section 6.      That the Council Clerk shall take the minutes of all meetings of the Special Governance Commission. The City Attorney shall provide legal and legislative expertise to the Commission.
 
Section 7.      That the Special Governance Commission shall, at times that it deems appropriate, convene a minimum of three public hearings.
 
Section 8.      That the Special Governance Commission shall be promoted to access both accepted standard literature such as analysis, reviews and reports in their review.  They shall also be ready to meet and discuss with officials from both types of cities where a city manager was installed as well as representatives from cities where the city manager was replaced with an elected mayor.
 
Section 9.      That this Ordinance shall be in full force and effect after passage by this Council and 30 days after date of signature approval by the Mayor.
