TO AUTHORIZE THE CITY ENGINEER TO SUBMIT A GRANT APPLICATION TO THE MID-OHIO REGIONAL PLANNING COMMISSION, FOR THE PURPOSE OF ACQUIRING FUNDS FOR I-270 RAMP MODIFICATIONS FOR SURFACE TRANSPORTATION PROGRAM FUNDS, TO WAIVE SECOND READING; AND TO DECLARE AN EMERGENCY.

WHEREAS, Gahanna City government is committed to the revitalization of the community and its infrastructure; and
WHEREAS, revenue sources for the municipal governments are limited, and directed to servicing the needs of the residents; and
WHEREAS, the legislative authority must designate and authorize officials to submit applications; and
WHEREAS, ramp modification on I-270, Improvement No. 797 and 820, is consistent with the Capital Improvements Program adopted by ORD-176-2004; and
WHEREAS, funds are available through grant by MORPC to assist local governments to meet the pressing demands of infrastructure, and it is prudent to apply for this funding as the deadline for application is July 31, 2006, all for the preservation of the public peace, health, safety, and welfare;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. This Council finds and determines that applying for grant assistance funds from Mid-Ohio Planning Commission so as to apply for Surface Transportation Program Funds is in the best interest of the citizens of this community.
Section 2. That the City Engineer is hereby authorized and directed by this Council to submit a grant application in a timely manner to the Mid-Ohio Regional Planning Commission.
Section 3. That the City Engineer is hereby authorized to execute, on behalf of the City of Gahanna, all necessary forms and documents to obtain the requested grant assistance.
Section 4. The City agrees to share in the project cost and will be responsible for the ongoing maintenance of the improvements.
Section 5. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
