TO AUTHORIZE PARTICIPATION IN A FEASIBILITY STUDY AND TO PURSUE THE LOCAL GOVERNMENT SERVICES AND REGIONAL COLLABORATION GRANT PROGRAM TO STUDY THE FEASIBILITY OF COMBINED FLEET MAINTENANCE AND ASSET RESOURCE MANAGEMENT.

WHEREAS, Mifflin Township has approached the City of Gahanna to collaborate with other Central Ohio municipalities, townships, school districts and other governmental and not for profit agencies for the purpose of doing a study to determine the feasibility of establishing a paper entity comprised of government bodies for the purpose of regional programs funded by alternative resources and to determine the feasibility of regional fleet maintenance; and
WHEREAS, this paper entity would be somewhere between a council of governments and an LLC; and
WHEREAS, the Mayor has sent a statement of support for the application filed by Mifflin Township for combined fleet maintenance and asset resource management; and
WHEREAS, the Ohio Department of Development has established the Local Government Services and Regional Collaboration Grant Program for the purpose of providing grants to local governments interested in investigating the possibility of combining the provision of local government services with those of other local governments; and
WHEREAS, the Council of the City of Gahanna fully supports this opportunity to collaborate with other public entities in order to maximize the value of our individually owned assets and provide the best services possible to our collective residents; and
WHEREAS, due to the collaborative nature of the grant and the submittal time frame, it is imperative to move forward as quickly as possible, all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That on behalf of the City of Gahanna, Mifflin Township Fire Department is hereby authorized to pursue the Local Government Services and Regional Collaboration Grant Program in cooperation with other Central Ohio entities for the maximum amount possible.
Section 2. That this Council understands that there may be a commitment of funds necessary in the future if this grant is awarded and that Mifflin Township will return to this Council with a funding request if necessary.
Section 3. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect upon passage by this Council and on date of signature of approval by the Mayor.
