TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH ADVANCED REHABILITATION TECHNOLOGY FOR EMERGENCY SANITARY LINE REPAIRS ALONG BOW DRIVE; TO WAIVE THE BIDDING REQUIREMENTS; TO SUPPLEMENTALLY APPROPRIATE $54,441; AND TO DECLARE AN EMERGENCY.

WHEREAS, the existing 8" sanitary sewer main, which provides service for several properties on Bow and Flintridge Drives is very old, made of clay and is close to failure due to settlement and joint separation; and
WHEREAS, the Director of Public Service received quotes for this project and Advanced Rehabilitation Technology is the lowest most comprehensive bid and the Director of Public Service has recommended we proceed with them; and
WHEREAS, it is imperative to move forward with this project before the sanitary line bursts, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into contract with ADVANCED REHABILITATION TECHNOLOGY, 01116 County Road 17, Bryan, OH 43506, for emergency installation of an 8" sanitary sewer line along Bow and Flintridge Drives; contract attached as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of FIFTY FOUR THOUSAND FOUR HUNDRED FORTY ONE DOLLARS ($54,441) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the Sanitary Sewer Fund to Account No. 662.361.5596, Sewer Capital Projects/Improvements, to cover the herein costs.
Section 3. That ORD-0001-2012, passed January 2, 2012, is hereby amended to reflect this supplemental appropriation.
Section 4. That the bidding process is hereby waived.
Section 5. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
