TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH GUARDIAN FENCE COMPANY, FOR THE PURCHASE AND INSTALLATION OF FENCING FOR AN AREA AT THE FLEET MAINTENANCE GARAGE; TO SUPPLEMENTALLY APPROPRIATE FUNDS THEREFOR; AND TO DECLARE AN EMERGENCY

WHEREAS, Asplundh Tree Service provides the City with a minimum of $10,000 worth of tree removal service each year; and
WHEREAS, in return for that service, the City provides Asplundh with a storage lot at the Fleet Maintenance Garage at 780 Science Boulevard; and
WHEREAS, due to criminal activity at the lot it is in the City's best interest to provide a fence for that storage lot for security and protection of the vehicles parked there; and
WHEREAS, letter quotes for the purchase and installation of fencing for an area at the Fleet Maintenance Garage have been received and it is the recommendation of the Director of Parks & Recreation that we move forward with Guardian Fence Company; and
WHEREAS, a supplemental appropriation is needed to accomplish this work; and
WHEREAS, due to the need to provide secure storage as soon as possible for the protection of the equipment, all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA:
Section 1. That the Mayor is hereby authorized to enter into contract with Guardian Fence Company, Inc., 2929 Westerville Road, Columbus, OH 43224 for purchase and installation of fencing for an area at the Fleet Maintenance Garage, in accordance with City specifications and proposal attached hereto as EXHIBIT A.
Section 2. That funding in the amount of THIRTEEN THOUSAND DOLLARS ($13,000) is hereby supplementally appropriated from the unencumbered, unappropriated funds in the General Fund to Account No. 101.431.5511, Parks, Capital Projects, to cover the herein costs.
Section 3. That ORD-0001-2006 is hereby amended to reflect this supplemental appropriation.
Section 4. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and on date of signature approval by the Mayor.
