TITLE
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH GLAUS, PYLE, SCHOMER, BURNS & DEHAVEN (GPD GROUP) FOR DESIGN AND ENGINEERING SERVICES FOR THE HAMILTON ROAD URBAN PAVING PROJECT (TR-26-02); WAIVING SECOND READING; AND DECLARING AN EMERGENCY
BODY
WHEREAS, in early 2026, the City of Gahanna applied to the Ohio Department of Transportation's Urban Paving Program (TR-26-02) to secure funding for the repaving of portions of Hamilton Road; and
WHEREAS, the City has been awarded funding through the Urban Paving Program to repave approximately 1.1 miles of Hamilton Road in 2028; and
WHEREAS, the Department of Engineering solicited proposals for design and engineering services from its prequalified vendor list, received and evaluated two proposals, and selected Glaus, Pyle, Schomer, Burns & DeHaven (GPD Group) as the preferred consultant to perform the design work for pavement resurfacing, curb and gutter improvements, and sidewalk replacement within the eligible project limits; and
WHEREAS, the total contract amount is $__________, which includes a ten percent (10%) contingency of $__________ to address unforeseen costs, and funding for the project was appropriated by City Council through the 2026 Capital Budget; and
WHEREAS, the Administration recommends passage of this Ordinance as an emergency measure to allow the City to proceed with design activities and pursue additional grant opportunities associated with the Hamilton Road Urban Paving Project.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into a Contract with Glaus, Pyle, Schomer, Burns & DeHaven (GPD Group) for design and engineering services associated with the Hamilton Road Urban Paving Project (TR-26-02), attached hereto as EXHIBIT A and incorporated herein by reference, in an amount not to exceed $__________.
Section 2. That funding in the amount of $__________ has been appropriated in Account No. 3250.6550.5505, and no additional appropriation is required.
Section 3. Pursuant to Charter Section 4.12, Council hereby waives the requirement for a second reading of this Ordinance.
Section 4. This Ordinance is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety, and welfare of the City of Gahanna, and for the further reason that immediate authorization is necessary to allow the City to proceed with design services and pursue additional grant opportunities for the Hamilton Road Urban Paving Project. Therefore, this Ordinance shall take effect and be in force immediately upon its passage and upon the date of signature of approval by the Mayor.
