TITLE
AN ORDINANCE AUTHORIZING SUPPLEMENTAL APPROPRIATIONS; WAIVING SECOND READING - Capital Improvement Fund, Water Capital Fund, and ARPA Fund for 2023 Capital Projects
BODY
WHEREAS, during the 2023 budget process that took place in the fourth quarter of 2022, the Administration previously identified possible funding requests for 2023 capital projects; and
WHEREAS, the Administration submitted and the Council approved the 2023 - 2027 Capital Improvement Plan through ORD-0060-2023; and
WHEREAS, the adoption of the CIP necessitates supplemental appropriations for planned 2023 capital projects, including Capital Improvement Fund appropriations for police cruiser and code permitting management technologies, police vehicle replacement, Hunters Ridge Boundary Wall, Link to Literacy Trail, Olde Gahanna traffic improvements, 2022 note interest, and Water Capital Fund and ARPA Fund appropriations for the water tower rehabilitation and Claycraft waterline project; and
WHEREAS, the Administration requests waiver of second reading so that work and procurement for these projects can begin immediately upon approval.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That funding in the amount of one million five hundred eighty-three thousand dollars ($1,583,000) is hereby supplementally appropriated from the unappropriated, unencumbered balance of the Capital Improvement Fund (3250) for programs as follows:
325.06.550.5510 - Capital Equipment (Police Cruiser and Officer Tech): $20,000
325.06.550.5510 - Capital Equipment (Code Permitting System): $35,000
325.06.550.5510 - Capital Equipment (Police Vehicle Replacement): $320,000
325.06.550.5505 - Capital Project Improve (Hunters Ridge Wall): $93,000
325.06.550.5505 - Capital Project Improve (Link to Literacy Trail): $390,000
325.06.550.5505 - Capital Project Improve (Olde Gahanna Traffic): $300,000
325.06.550.5405 - Interest & Fiscal Charges (2022 Note Interest): $425,000
Section 2. That funding in the amount of two million seven hundred ninety-seven thousand three hundred ninety-two dollars ($2,797,392) is hereby supplementally appropriated from the unappropriated, unencumbered balance of the Water Capital Fund (6520) for programs as follows:

652.11.000.5505 - Water Capital Proj/Improv (Water Tower Rehab): $892,818
Section 3. That funding in the amount of one million nine hundred seventy-nine thousand four hundred seven dollars and seventy-five cents ($1,979,407.75) is hereby supplementally appropriated from the unappropriated, unencumbered balance of the ARPA Fund (2330) for programs as follows:
233.06.000.5213 - ARPA Internal Grants (Claycraft Waterline & Tower): $1,979,407.75
Section 4. That the second reading is hereby waived.
Section 5. That this Ordinance shall be in full force and effect after passage by Council and on date of signature of approval by the Mayor.
