TO WAIVE BIDDING REQUIREMENTS AND TO SUPPLEMENTALLY APPROPRIATE AND TRANSFER FUNDS FROM THE FEDERAL LAW ENFORCEMENT TRUST FUND FOR THE PURCHASE OF A COPLOGIC TECHNOLOGY PRODUCT; AND TO DECLARE AN EMERGENCY

WHEREAS, the Police Department and the Director of Technology have evaluated and are requesting purchase of copLogic, an online report submission and retrieval system available to the public as well as available for internal use; and
WHEREAS, the Director of Technology has requested that the bidding process be waived and recommended we proceed with purchase from CDW-G who is a sole source provider; and
WHEREAS, in order to move forward with this purchase it is necessary to appropriate and transfer the funds into an expense account; and
WHEREAS, this purchase will allow public access from any Internet enabled device allowing self-submission of new police reports and retrieval of current police reports directly by the public and increases individual officer unobligated patrol time and should be implemented as soon as possible for these reasons, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the amount of TEN THOUSAND FOUR HUNDRED FIFTY DOLLARS ($10,450) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the Federal Law Enforcement Trust Fund to Account No. 235.211.5512, FLETF Law Enforcement Capital, to cover a portion of the herein costs, said price quotation attached hereto as EXHIBIT A.
Section 2. That the amount of TWENTY THOUSAND DOLLARS ($20,000) is hereby transferred from Account No. 235.211.5411, Law Enforcement Seizure, Expenses to Account No. 235.211.5512, Law Enforcement Seizure, Capital, to cover the balance of the herein costs.
Section 3. That ORD-0001-2012, passed January 2, 2012, is hereby amended to reflect this supplemental appropriation and transfer of funds.
Section 4. Pursuant to Section 135.05(e)(4) of the Codified Ordinances, the City Attorney has determined, and this Council agrees, that this purchase is of an emergency nature and bidding procedures are hereby waived.
Section 5. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and on date of signature approval by the Mayor.
