TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH EVANS, MECHWART, HAMBLETON & TILTON FOR IMPERVIOUS AREA DETERMINATION; TO SUPPLEMENTALLY APPROPRIATE $82,400; AND TO DECLARE AN EMERGENCY.

WHEREAS, storm water maintenance and repair needs to be charged back to the users of the system; and
WHEREAS, by determining impervious areas users can be charged based on the actual impervious surfaces they have; and
WHEREAS, after obtained, this information can be incorporated into GIS; and
WHEREAS, it is imperative to move forward with this project all for the preservation of the public peace, health, safety and welfare:
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Contract with Evans, Mechwart, Hambleton & Tilton, Inc., 170 Mill Street, Gahanna, Ohio 43230, for "Computation of Equivalent Residential Unit and Comprehensive Non-Residential Impervious Area Delineation", (impervious area determination) in the City of Gahanna.
Section 2. That funding in the amount of EIGHTY TWO THOUSAND FOUR HUNDRED DOLLARS ($82,400) is hereby supplementally appropriated from the unencumbered, unappropriated Balance in the General Fund to Account No. 101.991.5934, Transfer to Storm Water.
Section 3. That funding in the amount of EIGHTY TWO THOUSAND FOUR HUNDRED DOLLARS ($82,400) is hereby supplementally appropriated form Account No. 101.991.5934, Transfer to Storm Water, to Account No. 230.000.4931, Revenue Storm Water.
Section 4. That funding in the amount of EIGHTY TWO THOUSAND FOUR HUNDRED DOLLARS ($82,400) is hereby supplementally appropriated from Account No. 101.991.5934, Revenue Storm Water, to Account No. 230.350.5447, Storm Sewer Miscellaneous, to cover the herein costs.
Section 5. That ORD-0001-2002, passed January 2, 2002, is hereby amended to reflect this supplemental appropriation.
Section 6. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately after passage by this Council and on date of signature approval by the Mayor.
