TO CREATE THE FULL-TIME UNCLASSIFIED POSITION OF GEOGRAPHICAL INFORMATION SYSTEM MANAGER, (GIS); TO PROVIDE COMPENSATION THEREFORE; TO SUPPLEMENTALLY APPROPRIATE $29,118; AND TO DECLARE AN EMERGENCY.

WHEREAS, implementation of a City-wide GIS is a necessity for point of contact for all mapping related processes; and
WHEREAS, it is deemed necessary and appropriate at this time to authorize a new position, with certain criteria of qualifications and job responsibilities; and
WHEREAS, it is desirable at this time to establish the position of GIS Manager, all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That, under authority of Charter Section 13.03(L), Classified and Unclassified Service, the new full-time position of GIS Manager is hereby established as an unclassified position.
Section 2. That due to the all-encompassing responsibilities of this newly-created position, a brief description of the duties is attached to this ordinance as EXHIBIT A.
Section 3. That compensation for this position is hereby established as the range of $40,000 - $65,000, as provided in Article II of the master salary ordinance for unclassified personnel.
Section 4. That funding in the amount of TWENTY NINE THOUSAND ONE HUNDRED EIGHTEEN DOLLARS ($29,118) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to the following accounts:

Section 5. That ORD-0001-2002 passed January 2, 2002 is hereby amended to reflect this supplemental appropriation.
Section 6. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation, and shall be in full force and effect immediately upon passage by this Council and upon signature approval by the Mayor.
