TITLE

A RESOLUTION DETERMINING THE NECESSITY TO REPAIR AND/OR REPLACE SIDEWALKS IN THE 2025 SIDEWALK MAINTENANCE LOOKBACK PROGRAM AREA FOR THE CITY OF GAHANNA

WHEREAS, at the request of City Council, the Department of Engineering performed an analysis to look back at the last three Street Programs (2021-2023) to address sidewalk maintenance in those areas in order to catch up on alignment of sidewalk maintenance programs running concurrently with annual street programs; and

 

WHEREAS, the Department of Engineering developed a list of properties requiring repair and/or replacement of such areas and estimated costs of improvements for each parcel in the 2025 Lookback Program Area; and

 

WHEREAS, the 2025 Lookback Program Area consists of 530 parcels for properties along Beaverbrook Ct (Beaverbrook Dr to end of court), Bonnington Way (Lincolnshire Rd to Empire Dr), Caro Pl (Caroway Blvd to end of court), Caroway Blvd (Spruce Hill Dr to Summer Hill Cir), Caswell Dr (Buttonwood Ct to Schillingwood Dr), Chilton Pl (Skinner Ave to end of court), Codrington Cir (Waterbury Blvd to Waterbury Blvd), Dellfield Ln (Caroway Blvd to end of court), Depauw Ct (Waterbury Blvd to end of court),  Fleetrun Ave (Landover Rd to Ronson Way), Flintridge Dr (Gary Lee Dr to Granville St), Harmony Ct (Helmbright to end of court), Harrow Dr (Lytton Way to Caroway Blvd), Havelock Ct (Beaverbrook Dr to end of court), Helmbright Dr (Leaflock Ct to Tamara Dr N), Howland Dr (Whitson Dr to Taylor Rd), Hunters Glen Dr (Helmbright to Beaverbrook Dr), Juniper Ln (south of Moss Oak, Moss Oak to end of court), McCutcheon Rd E (Stygler to end of court), Moss Oak Ave (Hines Rd to Mistletow St), Newton Ct (Emory St to end of court), Prince of Wales Dr (Avonwick Pl to Haymarket Pl), Rocky Fork Ct (Rocky Fork Blvd to end of court), Schillingwood Dr (Helmbright Dr to Caswell Dr), Shady Spring Dr (Beaverbrook Dr to Harmony Dr), Tabon Ct (Dellfield Way to end of court), Tamara Dr S (Tamara Dr N to Helmbright Dr), Timothy (Bluestem to Shaker), Waterbury Blvd (Dunoon Dr W to Lytton Way), Westerdale Dr (Schillingwood Dr to Oakshade Dr), and Windbourne St (Forestwood Dr to Shaker Dr); and

 

WHEREAS, upon approval of the 2025 Lookback Program Area, an inspection of the sidewalk network will be completed to identify defects for the purpose of maintaining those areas in a good and orderly state of repair to protect the health, safety, and welfare of the public; and

 

WHEREAS, property owners within the 2025 Lookback Program Area whose sidewalks need repair or replacement will be mailed a notification indicating the identified sidewalk deficiencies, estimated costs to be assessed as part of the Sidewalk Maintenance Program, and information on how to opt-out; and

 

WHEREAS, the Department of Engineering requests a Resolution of Necessity for properties located in the 2025 Lookback Program Area to advance the Sidewalk Maintenance Program pursuant to Gahanna Code Section 903.4.

 

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:

 

Section 1. That this Council determines it to be necessary to repair and/or replace sidewalks of parcels identified in the 2025 Lookback Sidewalk Program Area; said properties and associated estimated costs more particularly described in EXHIBIT A attached hereto and made a part herein.

 

Section 2. That the Director of Engineering, or designee, is authorized to issue notice to each property owner of parcels identified in EXHIBIT A and to proceed with the Program in accordance with the Codified Ordinances of the City of Gahanna.

 

Section 3. That this Resolution shall be in full force and effect after passage by Council and on date of signature of approval by the Mayor.
