TITLE
AN ORDINANCE AUTHORIZING SUPPLEMENTAL APPROPRIATIONS AND WAIVING SECOND READING - TIF, State Capital Grant, Capital Improvement, Water Capital, and Sewer Capital Improvement funds for Capital Improvement Projects
BODY
WHEREAS, the City Council of the City of Gahanna adopted the 2026-2030 Capital Improvement Plan and annual budget in accordance with the City Charter and applicable law; and
WHEREAS, during the 2026 budget presentations in Quarter 4 of 2025, the Administration identified approved capital improvement projects from 2025 that had unencumbered funds remaining at the close of the fiscal year; and
WHEREAS, in the interest of transparency and compliance with the City’s Procurement Policy and Capital Improvement Plan, those unencumbered balances were returned to their respective funds at the close of 2025; and
WHEREAS, the Administration now seeks to re-appropriate those previously approved funds in order to continue and complete the identified capital improvement projects in the 2026 capital budget; and
WHEREAS, the requested supplemental appropriations total Seven Million Seven Hundred Twenty-Eight Thousand Nine Hundred Seventy-Two Dollars ($7,728,972.00) and are allocated among the Capital Improvement Fund, TIF Fund, State Capital Grant Fund, Water Capital Fund, and Sewer Capital Improvement Fund as detailed herein; and
WHEREAS, this Council finds that authorizing these supplemental appropriations is necessary and in the best interest of the City to avoid delays, increased project costs, and interruptions to planned capital improvements.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That funding in the amount of Seven Million Seven Hundred Twenty-Eight Thousand Nine Hundred Seventy-Two Dollars ($7,728,972.00) is hereby supplementally appropriated from the unappropriated and unencumbered balances of the following funds to the identified capital improvement accounts and projects for the purpose of funding previously approved capital projects:

Section 2. That Council hereby waives the requirement of a second reading of this Ordinance, as it represents a re-appropriation of previously approved capital projects and is necessary to avoid delays and increased costs.
Section 3. That pursuant to City Charter Section 4.14, whereas the 30-day referendum period does not apply to ordinances providing for the appropriation of money, this Ordinance shall be in full force and effect immediately upon passage by this Council and signature of approval by the Mayor.
