TITLE

AN ORDINANCE TO ENTER INTO CONTRACT WITH JOSEPH TREE SERVICES FOR THE REMOVAL OF HAZARDOUS TREES; AUTHORIZING SUPPLEMENTAL APPROPRIATIONS FOR THE GENERAL FUND, WAIVING SECOND READING, AND DECLARING AN EMERGENCY

BODY

 

WHEREAS, the Emerald Ash Borer, a non-native insect that bores into ash trees and kills them, has impacted the Harrison Pond Subdivision; and

 

WHEREAS, the City Forester and a third-party certified arborist have carefully inspected the subdivision’s trees and have deemed approximately 190 ash trees impacted by the Emerald Ash Borer to be hazardous; and

 

WHEREAS, the Administration requests that the City enter into contract with Joseph Tree Services for the removal of these hazardous trees in the amount of $94,721; and

 

WHEREAS, the Administration requests a supplemental appropriation in the amount of $130,000 to complete the hazardous tree removal project, with the reserve being used for hazardous tree removals in other parts of the City as well as an option for landowners to purchase a replacement tree by a contract hosted by the City; and

 

WHEREAS, the Administration requests a waiver of second reading and recommends passage of the Ordinance as an emergency measure immediately necessary for the preservation of public peace, safety, health, and welfare of the City arising from the need to remove numerous hazardous trees that pose an immediate risk to people and property.

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:

 

Section 1. That the Council authorizes the administration to enter into contract with Joseph Tree Services, primary offices located at 7665 FISHEL DRIVE NORTH, DUBLIN, OH 43016, for the hazardous tree removal project estimated at $94,721 for services described in EXHIBIT A, attached hereto and made a part herein.

 

Section 2. That funding for this project in the amount of one hundred thirty thousand ($130,000) is hereby supplementally appropriated from the unappropriated, unencumbered balance of the General Fund (1010) to the account as follows:

101.08.310.5205 Parks Services - Contract Services: $130,000

 

Section 3. That the second reading is hereby waived.

 

Section 4. That for the reasons set forth in the preamble above, this Ordinance is declared an emergency measure which shall be in full force and effect immediately upon passage by this Council and on the date of signature of approval by the Mayor.
