TITLE
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH EMH&T FOR SANITARY SEWER EVALUATION SURVEY (SSES) SMOKE AND DYE TESTING SERVICES; AND TO DECLARE AN EMERGENCY.

WHEREAS, in the Spring of 2020, the City of Gahanna experienced two severe rainfall events that led to a significant number of water-in basement (WIB) reports (which included backup of raw sewage); and
WHEREAS, the City initiated a Sanitary Sewer Evaluation Survey (SSES) project based on flow monitoring of sewer mains and development of a collection system model; and
WHEREAS, while the SSES project has not been fully completed, it has produced a preliminary recommendation for direct testing of roughly 30% of the 175,000 feet of sewers in the study area; and
WHEREAS, this testing project will produce data that will be used to identify the potential sources of significant rainwater infiltration and inflow that could be contributing to excess flows in the sanitary sewers; and
WHEREAS, once the testing has been completed, the Public Service & Engineering Department will seek proposals from consultants to analyze the data and provide recommendations; and
WHEREAS, for the next phase, the City sought a request for proposal (RFP), and EMH&T was selected to complete smoke and dye testing of those sewers; and
WHEREAS, it is imperative to proceed with this Ordinance for the preservation of the public peace, property, health, safety, and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into contract with EMH&T, 5500 New Albany Road, Columbus, Ohio 43054, to perform Sanitary Sewer Evaluation Survey (SSES) Smoke and Dye Testing Services; said contract attached as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of two hundred forty-six thousand two hundred twenty-six dollars ($246,226.00) is available in Account No. 662.11.000.5505, from 2021 appropriations to cover the herein costs.
Section 3. That for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
