A RESOLUTION IN RESPONSE TO THE FAR PART 150 UPDATE FOR THE PORT COLUMBUS INTERNATIONAL AIRPORT.

Whereas, the City of Gahanna, Ohio is an immediate neighbor to the Port Columbus International Airport and is aware of the Authority's undertaking for an extensive Master Plan Update and Noise Compatibility Study; and
Whereas, as part of the process, the Port Columbus International Airport Authority must host public workshops and public hearings to provide for public review and comment; and
Whereas, Gahanna CIty Council wishes to provide written comments on behalf of the public for official entrance into the record; and
Whereas, on March 8, 1999, this Council met in Committee of the Whole with Bernie Meleski, Director of Planning for Port Columbus, and Mark Kelby, Airport Planner, to discuss the Noise Compatibility Plan and its direct impact on Gahanna residents;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the proposed land use alternatives that directly impact Gahanna are measures number (1), (2), (5), (6), (7) and (10).
Section 2. That the City questions the validity of the study in that it is based solely on a computer model rather than field testing. The City requests that actual field testing be done to validate the model before this update is approved.
Section 3. That just because there are no existing residential developments within the proposed 65 DNL noise exposure contours, the City is still exposed to noise and fly overs in several of the residential areas, i.e. Hunters Ridge and Rathburn Woods.
Section 4. That the new noise exposures for the southwest area of Gahanna, created by the relocation of Executive Jet Aviation to the north runway site may have a negative impact on residential property values.
Section 5. That the new permanent noise monitoring system proposed unit locations do not provide adequate coverage for Gahanna, therefore, two additional monitors are requested for Gahanna; one in the area of Goshen and Bridgeway and the other in the area of Rathburn Woods at Helmbright Drive.
Section 6. That the City has concerns about airport destination traffic utilizing Goshen Lane and Bridgeway Avenue to provide a cut through to the Executive Jet Aviation building.
Section 7. That in the event that the Port Columbus International Airport Authority elects to purchase property known as the Buckles Tract, the City wishes it known that it has adequate controls by virtue of its Planning and Zoning codes to monitor any development so that the highest and best use of the land will be achieved.
Section 8. That the City of Gahanna supports the noise attenuation measures proposed for the Mt. Judia Church of Old Regular Baptists of Jesus Christ.
Section 9. That the City of Gahanna will not initiate legislation that would amend the codified ordinances to create an Airport Environs Overlay District, nor will the City of Gahanna require through amended subdivision and plat requirements noise warnings or avigation easements.
Section 10. That the City of Gahanna believes that with the introduction of Executive Jet Aviation to the north runway site, the long established southwest section of Gahanna will be particularly exposed to unacceptable noise levels and events previously not present; and to that end, the proposed attenuation measure to be provided by the Executive Jet Aviation building construction and location is believed to be inadequate because it does not provide needed sound absorption and reflectivity. Therefore the City of Gahanna demands immediate involvement in the attenuation planning process with immediate implementation of solutions to protect the peace, health, safety and welfare of our citizens.
Section 11. That this resolution shall be in full force and effect at the earliest period allowed by law.
