TO AMEND ORDINANCE NO. 980440, THE ORDINANCE FOR SALARIES AND BENEFITS FOR UNCLASSIFIED PERSONNEL, TO ADD THE NEWLY-CREATED POSITION OF ADMINISTRATIVE ASSISTANT TO THE DIRECTOR OF NETWORK OPERATIONS; TO ALLOW THE HIRING OF A DEPUTY CLERK OF COUNCIL AT MORE THAN THE BOTTOM OF THE RANGE; TO WAIVE SECOND READING; TO SUPPLEMENTALLY APPROPRIATE $19,926 THEREFOR; AND TO DECLARE AN EMERGENCY.

WHEREAS, Ordinance No. 980440, passed November 2, 1998, retroactive to November 1, 1998; and
WHEREAS, said ordinance for unclassified personnel provides for compensation and benefits for City employees; and
WHEREAS, funding is necessary for the balance of this calendar year in order to fill the Administrative Assistant for the Director of Network Operations immediately; and
WHEREAS, a candidate for the position of Deputy Clerk of Council has accepted the position if a salary higher than the bottom of the range is available; and
WHEREAS, due to an immediate need for a new position within the Department of Network Operations and to fill the Deputy Clerk of Council position quickly, it is necessary and desirable to pass this benefit package at the earliest possible date, all for the preservation of the public peace, health, safety, and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That Article II, Pay Ranges, of Ordinance No. 980440, passed November 18, 1998, as amended, is hereby amended as shown in EXHIBIT A, attached hereto and made a part herein.
Section 2. That NINETEEN THOUSAND NINE HUNDRED TWENTY SIX DOLLARS ($19,926) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to the following accounts:

Section 3. That ORD-0001-2000 is hereby amended to reflect this supplemental appropriation.
Section 4. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and upon date of signature approval by the Mayor.
