TITLE
AN ORDINANCE AUTHORIZING SUPPLEMENTAL APPROPRIATIONS; AND WAIVING SECOND READING - General Fund Development Contract Services for the Gahanna Community Improvement Corporation
BODY
WHEREAS, the Creekside Redevelopment Strategy, finalized in 2022, recommended the development of additional mixed-use properties to stimulate economic activity and support local businesses within the Creekside District; and
WHEREAS, in alignment with the Redevelopment Strategy, the Gahanna Community Improvement Corporation (CIC) acquired blighted and vacant parcels within the Creekside District to facilitate a future catalyst mixed-use development project; and
WHEREAS, in 2024, the CIC was awarded two grants in the amount of Four Hundred Eighty Six Thousand Dollars ($486,000.00) from the Ohio Department of Development via the Central Ohio Community Improvement Corporation (COCIC) to fund demolition of structures on select parcels owned by the Gahanna CIC, with demolition required to be completed by December 31, 2025; and
WHEREAS, the grant is structured as a reimbursement grant, under which the City will be reimbursed by the Gahanna CIC for eligible demolition costs up to the amount of the grant award; and
WHEREAS, to enable timely execution of the demolition work and ensure compliance with the state grant deadlines, it is necessary to provide a supplemental appropriation of funds to Development Contract Services; and
WHEREAS, this Council finds it necessary and in the best interest of the City to authorize the supplemental appropriation of funds to allow the demolition to proceed and facilitate continued implementation of the Creekside Redevelopment Strategy.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That funding in the amount of Five Hundred Thousand Dollars ($500,000.00) is hereby supplementally appropriated from the unappropriated and unencumbered balance of the General Fund (1010) to 101.09.000.5205 - Development Contract Services for the purpose of providing funds to the Gahanna Community Improvement Corporation to complete demolition activities associated with the Creekside Redevelopment project.
Section 2. That Council hereby waives the requirement of a second reading to enable timely commencement of demolition and compliance with the terms of the grant agreement, including the December 31, 2025, completion deadline.
Section 3. That pursuant to City Charter Section 4.14, this Ordinance shall be in full force and effect immediately upon passage by this Council and on the date of signature of approval by the Mayor, as ordinances providing for the appropriation of money are not subject to the 30-day referendum period.
