TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH OHM ADVISORS FOR DESIGN SERVICES FOR THE HAMILTON ROAD OVER I-270 BRIDGE ENTRY FEATURE; TO SUPPLEMENTALLY APPROPRIATE $15,000; AND TO DECLARE AN EMERGENCY.

WHEREAS, ODOT is developing plans to increase the bridge clearance on I-270 bridges from Broad Street to Hamilton Road, to raise the bridges; and
WHEREAS, the deck on the Hamilton Road bridge is deteriorating and ODOT has accelerated plans for replacing the bridge deck, and any features that are different from the standard ODOT bridge will need to be designed and detailed immediately to have ODOT construct them with the bridge repair; and
WHEREAS, the City Engineer has been working with ODOT, their Engineering Consultant and our landscape architect, OHM Advisors, to develop criteria that Gahanna would like to see applied during that build; and
WHEREAS, the City Engineer has recommended we proceed with the design services for the bridge entry feature with OHM Advisors; and
WHEREAS, it is imperative to move forward with this ordinance so that design work for the bridge entry feature can be completed before ODOT begins the bridge repair, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into contract with OHM ADVISORS, 101 Mill Street, Suite 200, Gahanna, Ohio 43230, for design work for the Hamilton Road Over I-270 Bridge Entry Feature project; Scope of Services attached as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of FIFTEEN THOUSAND DOLLARS ($15,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the Tax Increment Equivalent Fund, to Account No. 224.343.5596, TIZ Capital Projects/Improvements, to cover a portion of the herein costs.
Section 3. That funding in the amount of TWO THOUSAND FIVE HUNDRED DOLLARS ($2,500) will be appropriated in the 2014 appropriations to cover the 2014 portion of this contract.
Section 4. That ORD-0001-2013, passed January 2, 2013, is hereby amended to reflect this supplemental appropriation.
Section 5. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
